I think the key word is "perception" and then who is doing the "perceiving". Yes it can change the perception of people who are not directly involved in the community and that could have a "trickle down" effect in terms of whether or not people find it interesting to go there or even move there BUT it will not change the experience of people actually living there. That said, Nostrand Park provides a great service to the community by creating this virtual portal, now it is up to the "flesh & blood" us to actually do the community building in the real world
